How we start off all banners. The icon is always the top layer. :D [to prevent changes to the image]. Copy and paste the icon to the canvas. Copy and past the background file as well. Duplicate the background file, horizontally flip the duplicated layer, and then align side by side. [the white line in the example isn't important... so ignore that wheter the background fills up the entire canvas or not.
Well I had a bit of trouble finding that particular sasuke image... so i decided to replicate the white image. By searing google I was able to find "sasuke manga" images. The first one I used was this one. I cropped it to match the white on the icon. I then aligned it with the icon. :D
Repeat step 2 with 2 other sasuke manga images. :D Add a border to the icon... Do I really need to teach you that step by step? If so, just ask.
Next I used a red blur brush [#DA0000] to make the red dot. Set the dot to screen 100%.
Then I wrote out "faintscribbles has been awarded first place" in Libel Suit #FFFFFF.
Now I duplicated the last text line off set it by a couple pixels.
Add drop shadows to both. All this was just to make it match the text in the icon.
Add the last bit of text and you're done! :D

THIS TYPE OF BANNER MAKING IS GOOD FOR: If you are given the background and most of the icon is easy to duplicate.... Most of the time these types of icons aren't found very often, so use of this type of banner might not come around.
